razor bumps aren't usually puss filled. They usually just itch really badly for a while. Do your bumps look like this? http://z.about.com/d/dermatology/1/0/9/5/Herp_penis1.jpg
Because if they do, you should go to the clinic.
If I were you, I would go to the clinic anyway, just to be sure. It's better to be safe than sorry.

If the out break is mild enough it could feel like razor burn, not every one has all of the classic symptoms of an out break. Usually the first out break is very painful with blister or open sores occurring on the genitals, burning when you pee, itchy and or tingling sensations, and flu like symptoms. Herpes can also lie dormant in your body for long periods of time even after you contracted it because your immune system can suppress it.
If you have just shaved then it could be just razor burn. If your worried then get tested for herpes by your doctor.

Typically herpes blisters and is very painful. If this is the primary outbreak (as in you've never had an outbreak before) then you will likely have other symptoms such as enlarged lymph nodes in your pelvic area and a low grade fever. Again, if it were herpes, it would blister and last about a couple weeks. It would then scab up during the end of the outbreak.

It's most likely a razor burn bump, or an ingrown hair.
Honestly, the absolute way to know is to go get tested, which you should definitely do before having sex with anyone else, as you obviously have some doubts about your ex. There are plenty of STDs that have no symptoms.
